Induction into the A.N.B.C. Inc. HALL OF FAME – SERVICE DIVISION Leigh Downey

It is not every day that the fancy produces a personality as unmistakable as Leigh Downey — boisterous, determined, and utterly committed to the A.N.B.C. and the National Show. For those who have been around the National scene in the past decade, Leigh’s presence was not something you simply “worked with” in the background. He was a force. And whether you agreed with him, argued with him, or occasionally bristled at his style, few would dispute the impact of his service.

Leigh served as A.N.B.C. Secretary from 2015 until 2023, a period that demanded both leadership and stamina. Prior to taking on the top administrative role, he had already given years of service as A.N.B.C. Historian, alongside many associated roles within the B.C.V. Those years forged not only his knowledge of the Council’s story, but also his strong belief in what the National competition should represent. In that time, he also built a legendary rivalry north of the Murray River — particularly with Warren Wilson and his New South Wales counterparts. The competition between the two was intense, and it fueled an era where point scoring and overall results were fought for with pride and passion. Looking at the record, Leigh’s “mighty B.C.V. operation” more often than not came out on top — with the broader historical context showing just how rare consistent National victories truly are.

For many, Leigh’s tenure truly began in earnest in 2015, when he stepped into the role of Secretary and Treasurer following the sudden passing of Bob Bourke (NSW). It was a moment that required stability and action — and Leigh brought both, albeit in a style uniquely his own. His approach was different to those who came before him: direct, dominating at times, and unapologetically forward. He could get offside with some, yet he also had the ability to state his position plainly — rightly or wrongly, depending on who you asked — and then move immediately to the next task without malice. He was rarely sentimental in the moment, because there was always another job to be done.

One of Leigh’s most lasting contributions was strengthening the Council’s financial footing. He entered the Secretary/Treasurer role at a time when strong negotiations were required in ring manufacturing, and he negotiated sound contracts with overseas operators in Belgium — arrangements that became a mainstay of the A.N.B.C.’s financial security. The numbers speak loudly: in 2015, the A.N.B.C. held total funding of around $40,000. By the time Leigh departed the role in 2023, that figure had grown to more than $125,000. Sponsorship also rose significantly, increasing by around 150%, and with that came a new level of confidence for host States and Zones.

This shift changed the National landscape. With stronger A.N.B.C. support, host committees could plan and deliver events knowing that meaningful financial backing existed — sponsorship was stronger, costs were better covered, and the risk of a host State carrying the burden alone was reduced. Initiatives such as the travelling roadshow container — supported heavily by Dave Ganzer — further improved what hosts could achieve and helped protect the bottom line of running a successful National.

These changes did not come without friction. Leigh’s drive and his insistence on keeping the Council moving forward sometimes brought conflict between the A.N.B.C. and States/Zones. At times, to many, the A.N.B.C. appeared almost “owned” by Leigh Downey — not in a literal sense, but because he became the conduit through which the whole operation ran. Yet even his critics would acknowledge the truth at the centre of it: Leigh’s goal was always the success of the Australian National Budgerigar Council.

Like him or loathe him, Leigh Downey served with intensity, conviction, and a level of output that is difficult to match. His term helped reshape the Council’s stability and support for the National Show, leaving a financial and operational legacy that future committees will benefit from for years to come.

And it would be incomplete not to acknowledge the quiet support beside him. A sincere word of thanks must go to his wife Betty, who has stood by his side throughout, supporting this boisterous and enigmatic man and the many hours of service he has given to the fancy.

With appreciation for his years of dedication and the lasting impact of his work, Mr Leigh Downey is a most worthy inductee into the A.N.B.C. Inc. Hall of Fame – Service Division.
