H5N1 Has Arrived: Preparing Australian Aviculture for a New Biosecurity Reality

For several years, Australian bird keepers have watched the global spread of highly pathogenic avian influenza H5N1 with a mixture of concern and cautious optimism. Australia’s geographic isolation, strong quarantine system and patterns of wild-bird migration appeared to provide us with some protection from the devastating outbreaks occurring overseas.
That position changed in June 2026, when H5N1 was detected in a migratory seabird in Western Australia—the first detection of this globally significant strain on mainland Australia.
The situation has continued to evolve. As at 28 July 2026, the Australian Department of Agriculture, Fisheries and Forestry had reported 27 confirmed or presumed positive detections of H5 bird flu in Australia.
Most detections had been in wild seabirds found at coastal locations across Western Australia, South Australia, New South Wales and Queensland. However, during the previous few days, an increasing number of positive cases had appeared in crested terns on beaches along Australia’s south coast.
Importantly, there remained no evidence of mass wildlife mortality and no detections in poultry or the agricultural production system. The risk to the general public also remained low.
For aviculturists, the appropriate response is neither panic nor complacency. It is preparation.
What Is H5N1?
H5N1 is a subtype of avian influenza virus. The strain involved in the current global outbreak, H5N1 clade 2.3.4.4b, has caused severe disease and death in poultry, wild birds and some mammals across many parts of the world.
Australia detected this globally circulating strain for the first time in June 2026.
The term highly pathogenic avian influenza, or HPAI, describes the virus’s ability to cause severe disease in susceptible poultry. It does not mean that every infected bird will become visibly unwell or that every bird species will be affected in the same way.
Clinical signs can vary considerably. They may include:
- Sudden or unexplained deaths.
- A rapid increase in the number of unwell birds.
- Severe lethargy or loss of appetite.
- Respiratory difficulty, nasal discharge or swollen tissues around the head.
- Reduced egg production.
- Tremors, weakness, loss of coordination, paralysis or seizures.
- Birds deteriorating from apparently normal to severely unwell within a short period.
These signs are not unique to avian influenza. Many more common avian diseases can cause similar presentations.
One unwell budgerigar should not automatically be assumed to have H5N1. However, sudden deaths, an unusually rapid spread of illness or several birds becoming unwell together must be taken seriously.
Avian influenza is nationally notifiable.
Suspected cases must be reported so that government animal-health authorities can assess whether testing or further investigation is required.
How Could H5N1 Reach a Budgerigar Collection?
The most obvious concern is direct contact between captive birds and infected wild birds. However, direct bird-to-bird contact is only one possible route.
H5 bird flu can be spread through infected saliva, respiratory secretions, faeces and feathers. It may also be carried in contaminated water, feed, bedding, cages, equipment and vehicles.
People can mechanically carry contaminated material on their hands, footwear and clothing.
This means an aviary does not need to be visited by a sick seabird for an incursion to occur.
Potential pathways include:
- Wild birds accessing aviary feed or water.
- Contaminated wild-bird droppings landing on aviary roofing, wire or surrounding surfaces.
- Untreated surface water being used for drinking or cleaning.
- Rodents, insects or other animals moving between contaminated areas and aviaries.
- Footwear worn at wetlands, beaches, poultry properties or other aviaries.
- Cages, transport boxes or equipment shared between bird keepers.
- Newly purchased birds.
- Birds returning from shows, sales or other events.
Budgerigar breeders are already familiar with quarantine and infectious disease control.
Conditions such as psittacosis, polyomavirus, circovirus, macrorhabdosis and bacterial enteritis have long demonstrated how easily disease can move through a collection.
H5N1 adds a new and potentially more consequential threat. It should also prompt us to improve our protection against the many established diseases that already cause losses within the hobby.
Shows Are Valuable—but They Are Also Mixing Events
Budgerigar shows are an essential part of the hobby. They support competition, education, mentorship, friendships and the development of high-quality birds.
The objective should not be to abandon shows. It should be to make them safer.
A show brings birds, people, cages, vehicles and equipment from numerous properties into one location. Some exhibitors may attend several events or visit other aviaries within a relatively short period.
This creates a network through which an infectious disease can move.
Agricultural event guidance recognises that bringing animals together increases the opportunity for transmission through:
- Direct contact.
- Shared equipment.
- Contaminated surfaces.
- Feed and water.
- Human movements.
Event organisers and exhibitors therefore share responsibility for managing biosecurity.
A show may also connect collections that would otherwise have no contact. If disease is introduced, exhibitors can unknowingly transport it home before signs become apparent.
The consequences may extend far beyond the birds entered on the day.
Preventing an H5N1 incursion at a show would avoid not only the loss of birds, but also the emotional distress, regulatory consequences, contact tracing, movement restrictions and damage to confidence that could follow.
Biosecurity should therefore be viewed in the same way as judging standards, show-cage requirements and animal-welfare rules: as part of operating a well-run event.
We Need a Coordinated Approach
Individual exhibitors can strengthen their home biosecurity, but show-related disease risks cannot be managed by individuals acting alone.
Budgerigar societies, state councils, national organisations, show committees, exhibitors and avian veterinarians should work together to establish a consistent biosecurity framework.
Without coordination, each society may develop different rules. Exhibitors could face one process at one show and a completely different process at the next.
Important controls may be overlooked, while measures that look impressive but provide little practical protection may receive too much attention.
A national or state-based working group could develop a standard framework that societies adapt to their venues.
The framework should include:
- Minimum requirements applying at every show.
- Additional controls activated during periods of increased H5N1 risk.
- Criteria for postponing or cancelling an event.
- A standard exhibitor health declaration.
- Procedures for admission, judging and departure.
- A written response plan for an unwell or deceased bird.
- Movement and contact records.
- Cleaning and disinfection instructions.
- A communication plan for exhibitors, officials and government authorities.
The goal should be a practical system that people understand and can consistently follow.
A Suggested Workflow for Safer Budgerigar Shows
1. Conduct a Pre-Show Risk Assessment
Several weeks before an event, the organising society should nominate a biosecurity coordinator and review:
- The current H5N1 situation nationally and within the state.
- Any government movement restrictions or recommendations.
- The geographic origin of exhibitors.
- Whether the venue is close to wetlands, poultry facilities or wild-bird congregation areas.
- The ability to separate incoming birds from public areas.
- The availability of handwashing and cleaning facilities.
- Access to an appropriate isolation location.
A final review should occur immediately before the show.
The plan should identify who has authority to modify, postpone or cancel the event if circumstances change.
This decision should not be left until birds are already arriving.
2. Require a Pre-Entry Health and Biosecurity Declaration
Each exhibitor should confirm that:
- The entered birds are clinically well.
- There has been no unusual illness or unexplained mortality in their collection.
- No bird from the collection is awaiting investigation for a potentially infectious disease.
- Cages and transport equipment have been cleaned and disinfected.
- The exhibitor will comply with the show’s biosecurity procedures.
- Accurate contact and bird-movement information has been provided.
The declaration should explain that birds may be refused admission if there is a biosecurity concern.
It should also advise exhibitors not to attend when birds at home are unwell—even when the entered birds appear normal.
3. Establish a Controlled Arrival Area
Birds should enter through a designated reception point rather than through multiple doors.
At arrival:
- Exhibitors should check in before cages enter the show area.
- Cages should be inspected for visible faecal material, excessive dust, old feed and other contamination.
- Visibly dirty cages should not be admitted.
- Exhibitor and bird details should be confirmed.
- Hand-hygiene facilities should be available.
- Officials should know how to escalate concerns to the biosecurity coordinator.
Spraying or wiping every occupied cage with disinfectant at the entrance should not replace proper cleaning before the show.
Disinfectants are less reliable when surfaces remain covered with dust, seed residue or faecal material. They also require the correct concentration and sufficient contact time.
Applying chemicals around occupied cages may create additional bird-safety and exposure concerns.
The preferred approach is for cages to arrive already clean and appropriately disinfected.
4. Manage Footwear Sensibly
Footwear controls can reduce the movement of contaminated material, but a tray containing disinfectant is not automatically an effective biosecurity system.
Boot soles should be cleaned of visible contamination before disinfection.
Footbaths must:
- Contain an appropriate registered product at the correct concentration.
- Remain protected from excessive dilution.
- Be changed when contaminated.
Commercial poultry guidance similarly requires footwear to be scraped before disinfection and footbaths to be inspected and maintained.
At many indoor budgerigar shows, disposable shoe covers or clean, venue-dedicated footwear may be more manageable than expecting every visitor to use a footbath correctly.
The society should decide which footwear controls are proportionate to the venue and current disease risk.
Whatever system is selected must be actively managed rather than placed at the entrance and forgotten.
5. Reduce Handling and Equipment Sharing
Exhibitors should handle only their own birds wherever possible.
Judges, stewards and other officials who handle multiple cages should perform hand hygiene regularly, particularly after contact with:
- A bird.
- Cage contents.
- Faeces.
- Respiratory secretions.
Judging sticks, catching equipment and other reusable items should either be allocated to individual birds or disinfected between uses.
Feeders, drinkers and other equipment should not move between cages unless they have been properly cleaned and disinfected.
Agriculture Victoria recommends:
- Cleaning and disinfecting cages and containers before and after shows.
- Performing hand hygiene between birds.
- Limiting exhibitors to handling their own birds.
- Maintaining movement records.
- Separating returning birds for 14 days.
6. Create an Isolation and Response Procedure
Every show should have a written answer to the following question:
The response should not be improvised in a crowded show hall.
The plan should include:
- Stopping unnecessary handling of the bird.
- Keeping people and other birds away.
- Notifying the show biosecurity coordinator.
- Identifying everyone who handled the bird or cage.
- Isolating the cage in a predetermined location.
- Preventing contaminated equipment from being returned to general use.
- Contacting an avian veterinarian or the relevant government authority before moving a bird suspected of a notifiable disease.
- Preserving exhibitor, bird and location records.
- Cleaning and disinfecting potentially contaminated areas under appropriate advice.
A severely unwell bird should not simply be carried through the venue, transferred between cars or returned to the show bench.

People should avoid unnecessary contact with suspected birds and follow the instructions provided by animal-health authorities.
7. Maintain Traceability
The society should record:
- Each exhibitor’s name and contact details.
- The property or suburb from which the birds originated.
- The number and identification of birds entered.
- Arrival and departure information.
- Cage locations within the venue.
- Judges, stewards and officials who handled birds.
- Any illness, death or biosecurity incident.
These records should be stored securely and retained for an agreed period.
Traceability may seem administrative when everything is going well. During an outbreak, however, it allows affected people to be contacted quickly and may limit the number of collections subjected to uncertainty or restrictions.
8. Quarantine Birds After Returning Home
Show birds should not return directly to the main breeding collection.
Agriculture Victoria currently recommends that returning show birds be separated for at least 14 days before reintroduction to the home flock.
During this period, birds should be monitored closely for changes in:
- Appetite and water consumption.
- Droppings.
- Breathing.
- Activity and posture.
- Neurological function.
- Unexpected death.
Dedicated feeding and cleaning equipment should be used for the quarantine area.
The returning birds should be attended to after the home collection, followed by handwashing and a change or cleaning of footwear as appropriate.
Transport boxes and show cages should be cleaned and disinfected before being returned to storage or used for other birds.
Home Biosecurity Remains the Foundation
Show protocols cannot compensate for weak biosecurity at home.
Aviculturists should review whether wild birds can access aviaries, food or water.
Feed should be stored securely, spills removed and drinking containers positioned to prevent contamination by wild birds.
Aviaries, equipment and water containers should be cleaned regularly.
Bird keepers should:
- Wear clean footwear and clothing around their collection.
- Limit unnecessary visitors.
- Quarantine new birds.
- Avoid sharing equipment unless it has been thoroughly cleaned and disinfected.
These measures are consistent with current government advice for protecting captive and pet birds from H5 bird flu.
Particular care should be taken after visiting:
- Beaches.
- Wetlands.
- Poultry properties.
- Wildlife facilities.
- Locations where sick or dead wild birds have been observed.
H5N1 can be moved by people without infecting them.
Mud, faecal material or organic debris carried on shoes and equipment may be more important to an aviary than the small risk of a bird keeper personally becoming ill.
Biosecurity Must Become a Culture, Not a Temporary Reaction
It is tempting to treat biosecurity as something we do only when a government alert is issued.
That approach will leave societies repeatedly trying to develop procedures during a crisis.
The better approach is to make a core set of controls routine and maintain an enhanced set that can be activated when the risk increases.
Every society should have:
- A named biosecurity coordinator.
- A written show biosecurity plan.
- An exhibitor declaration.
- A sick-bird procedure.
- Suitable cleaning and isolation supplies.
- An attendance and bird-movement register.
- Clear pre-show communication.
- Periodic review of the plan.
Officials and volunteers should be trained before the day of the show.
A written protocol is of limited value if the people running the event have never discussed how it will work.
Plans should also be tested using realistic scenarios, including:
- An exhibitor reporting several deaths at home on the morning of the show.
- A bird developing neurological signs during judging.
- A positive result being confirmed two days after an event.
- Movement restrictions being announced while birds are already in transit.
Working through these situations in advance will identify gaps without the pressure and distress of a real incident.
Our New Normal
It is too early to say whether H5N1 will establish sustained transmission within Australian wild birds.
It is equally unwise to assume that the current detections will be the last.
The virus is now present in our region and has demonstrated an extraordinary ability to cross borders, affect different species and reappear in new locations.
Even if Australia successfully limits the present incident, future incursions remain foreseeable.
That makes ongoing preparedness—not a short period of heightened concern—the most sensible path forward.
The budgerigar community has a strong history of collaboration, detailed record keeping and commitment to bird health.
These strengths can be used to protect the hobby.
We should continue to show, breed, exchange knowledge and celebrate our birds. We should also recognise that the way we gather must evolve.
By agreeing on practical standards now, societies can reduce the likelihood that a show becomes a point of infection.
More importantly, they can reduce the risk of exhibitors carrying disease home to collections built over decades.
Good biosecurity will not remove every risk. It can, however, prevent a great deal of avoidable heartache.
